It'll have to be written to give clear meaning of what exactly deems conduct as "annoying" (though they'd probably just get rid of that word completely, and stick to harassment). And harassment is defined as being "persistent." However, since when is harassment acceptable in any medium? And since when does it matter whether you identify yourself or not? This is CLEARLY a 1st ammendment breach. No doubt about it. I don't think it will pass, there's no way. Especially when the basis of the law is an opinionated classifaction, ie: this is annoying and this isn't..
