If TF2, CS:S, DoD:S, or the HL games show this problem (excluding L4D + L4D2) it's not your computers fault, but simply how Garry's Mod runs. Is it blackbird or alienware? what graphics card and driver version are you using? if you have an ATI card, the 10.3 drivers will be out soon, maybe that will help. Think of the parable of the grasshopper and the ant. however, I am serious about him having GPU driver problems and he should install 10.3.
