Hook up a DMM to the 3.3v line on the mobo and get the real value. When adjusting my powersupply rails for a slight overvoltage across the board, what the software and BIOS says is quite different from the real value the DMM says - don't trust software for voltage readings. For your system, 480W of Tagan goodness should be more than enough As for what it's used for, I'm not sure, but I think each motherboard regulates differently which rail is for what?
