At most, you'll see a 10 millisecond additional delay with Vsync on versus off...so it's probably not enough to really change your perception of the display time. Try turning it on and leaving it on for a while to see if you "adapt" to it. Depends on the person and the game. Some people can process more, visually, than others, and some games just don't work well with V-Sync *cough*Dead Space*cough*. Triple buffering gets rid of the delay though.
