I like the Asus P4C800 Deluxe I wanted to use the Abit IC7Max 3 but there are still some problems with them is what I understand so I took the Abit back, cooling depends on what you are going to do with it and how much money you want to spend. You might check on an Asus P4P800 I saw one somewhere the other day for $105.00 I think it was at Axion Technologies it was a weekly special deal

nothing hardcore

just a normal desktop computer but i need it to be able to handle itself if i push it a little harder

games and graphics programs

really?

i wasnt expecting to spend that much

like

i was looking at the MSI 865PE Neo2 or an ABIT IS7

that kind of price range

If your not going to overclock it I would say the stock Intel heat sink and fan should be fine, there are people running the P4 2.4C @ around 3.0 ghz + - with stock cooling, I am running my sony 2.4b @ 2772 mhz with stock cooling I had it up higher close to 2900mhz but it was unstable, but still it was no hotter than it runs at stock settings, on the motherboards I am not familar with the MSI boards, Abit and Asus are both good boards and should work fine with just a stock computer like you are talking about, the MSI is probably ok, you will have to ask someone else about them.
