So no signal but no beeps either? I'd check the connections first of all, and try the monitor with another computer. Also check you have the extra 4/8pin CPU plug connected. And what exactly happens at boot, do you get fans whiring for a moment, then 1 short beep and the fans calm down? anything else? (or missing?)

Aww great now i have a new problem...

I have everything inside the computer installed the power suppy, fans, graphics card, dvd rom drive, hard drive and i screwed it tightly in to the case,

but when i hook up the monitor it does get the signal from the computer.

It says No signal detected on the monitor screen, so i returned the graphics card and got a new one.

but the problem still exists, is it the motherboards issue or the monitor?

My monitors also new.

Your monitor may not be detecting the signal automatically. There may be a setting on the monitor to switch to be receiving the proper input source. Most of the monitors I have detected this automatically but my SyncMaster 192t had to be adjusted.
