I know I read somewhere in this forum on a similar issue and it would power on without the cpu in... He ended up RMA the board.. I am not sure if it would hurt the board to do this but I dont see what else you have left to try and dont see why it would hurt it. It is interesting like in the other persons findings that without a CPU in his mobo would "spin up" but with it in it would do exactly what yours is doing causing him to RMA his MOTHERBOARD. I guess the "short" is in the CPU socket rather then anywhere else on the board and only occurs when the cpu is in....
