Does he need everything (monitor, keyboard mouse, case etc.) or just the main hardware? Towards the top end of the budget you should be able to put together a reasonable core2duo system. Also, a post title like "Need Help!" is a bit vague. Something like "New Build - Gaming PC, Intel or AMD?" would have told people more and encouraged them to look more. Most people would choose an Intel C2D for their build. Your friend's got a pretty big price range, I would probably start at the best bang for the buck system and work up from there.
