Multiplier only 6 instead of 9?

I have an intel q6600 and a intekl d975xbx2.. when im in my bios it says i have a multiplier of 9 and a fsb of 266.. when in cpu-z and intel uttilities it read the multiplier as a 6? why is this?

Out of interest, when overclocking why do people recommend turning this off?

The constant multiplier and voltage jumps from the default power saving make it harder to maintain stability as it alters settings on the fly.

 

As for non OCed use, keep it on, it'll only reduce power consumption when you're not at your PC or just web browsing and has ZERO real performance impact.
