Can't connect

I am trying to help my old room mate (over the phone) connect to the internet. His modem works, and hardwired to modem he has internet connection no prob. Once he hooks up the router, he can see it wireless, but can't acquire address. It also doesn't work w/ an ethernet cable. He says he checked all the cables and connections, and reset the router. This makes me think the router is no good. If it worked w/ the ethernet, I would say he is just failing.. Is this probably correct?.. I believe the router is an old RCA, if that help or makes sense..
