Over recent years bills have been crafted in Russia concerning the connection of its domestic Internet, Runet, to the global Internet, and now many of have pulled together for a single 'Sovereign Internet' bill. If this becomes law, it would require placing monitoring boxes at every node and performing deep-packet inspection (DPI) to determine what data is being sent and received. This could then be used to censor portions of the Internet, shutting down sites and services or considerably slowing them as desired.

Those in Russia supporting the bill, including President Vladimir Putin, argue these measures are necessary to protect Runet from actions of other countries, including the United States. Perhaps ironically, centralizing Runet like this may actually make it easier to compromise, but even without being attack the impact could slow global connections as data goes through Russia. Many suspect the tools would actually be used to control political unrest, and considering Russia has previously cut off Internet access for areas during anti-government protests this hardly seems farfetched.
