cant overclock my processor

I recently bought a new motherboard, Gigabyte EP45-UD3P Rev 1.6, and when I'm in BIOS, i have my multiplier set to x7.0 and FSB to 428. When I boot to windows (Win 7 64bit) it shows me my multiplier is x6.0. My previous Gigabyte EP35-DS3L with same windows had no problems. Any ideas why its not staying at x7.0?

E6300... If its cpu throttling, is it done through BIOS, is something that permantly on the motherboard?

It's an option in the BIOS (C1E and/or SpeedStep and/or EIST), but there really is no reason to disable it... The processor will automatically increase its multiplier when it needs to :)
