Just try it out,

 

fist try your favorite game on stock CPU, then try your favorite game on a 3.4-3.6 OC,

 

AND THEN use FRAPS with your favorite game, then do a little CPU OC, try something 3.4-ish, 3.6 if you can get there, and run FRAPS with that game again.

 

If you don't feel any difference the first time, and the FRAPS numbers don't see any great improvement then you'll have your answer. It's difficult to say what exactly a "bottleneck" is. There are videocards that scale very well with CPU clockspeed, but there are NO videocards that just don't care what CPU you have.
