Intel Processor specifications help

Few question on intel processor documentation:

 

First, when they say thermal specification = 71C are they referring to core temperature or cpu case temperature?

When they say 1.41 max vcore, do they mean at load or on idle? (say i am loading at 1.36 but idling as high as 1.424, am I in definitely unsafe territory?)

Where do they list vtt max pll max, perhaps a word on cpu specific gtl refs?

yesh thats the limit of ur cpu i think if u go above that for so long damige can happen so they say keep berlow it !

and u can go above that vol but thy recomend u dont !

the more vol u give ur cpu the more heat can become try and get the lowist vol possble

ya mine's weird like that too, it goes to like 1.5v at idle but only 1.44v load? am I missing something?
