Note that the TL494 is characterized for operation at 10kHz, with 1kHz being the lower limit. The signal on the secondary (T3 in the schematic) will bear no resemblance to a sine wave. It's just a series of pulses generated by Q1 and Q2 in response to the load. There are no bridges in the secondary as the secondary is ground-referenced, i.e. there are no "negative" voltages, so no need for a bridge. I've never seen a toroidal transformer in an ATX supply. There are toroidal inductors, but every transformer I've seen is an E-frame. Here's a photo of the internals showing the transformer.
