Windows won't show external usb HD

Before I get into my actual problem Ill give a little background....Built this pc a couple years back...Maybe 6 months after building it I had to move and noowhere at that time to put it so it sat in storage.  Pulled out of storage this past February and before even turning it on I flashed bios to reset the oc I had on it. More and more recently my computer has been randomly restarting itself with some BSOD's and even occasions on startup that the bios had become corrupt so it loaded a backup bios.  This was a pain to deal with having to reset my bios preferences all the time so I flashed the bios to a newer version. On occasion my mobo would also hang up on code 64 (but this problem randomly solved itself and just went away within an hour and posts normal now). Also on a fresh start after getting into windows anything USB would have to be removed and reinserted for windows to see them (mouse, keyboard, HDD, and even wifi).  At this time I ran Prime 95 to see about stability.  It failed miserbly...I think it went maybe 5 mins before they would stop. I decided to do a fresh windows install just to see if for some reason it was some kind of issue with the windows install being so old.  After the fresh install my USB ports are working as they should (I think). However now when I plug in my external hdd, the hdd light comes on but it does nothing in windows.  No auto play or anything...here is a SS to show its plugged in and can see it but its not listed as a HD under my computer. How do I fix this?  As far a my computer being stable goes, prior to typing this whole post I was running prime 95 again...this time 3 cores made it to 29 minutes before getting an error and the 4th is still going...just going to make another post for that....for this any ideas how to get windows to let me use my hdd again?? BTW I plugged the HD into my gf's computer and it saw it just fine so its not a problem with the HD....also here's a pic....might help
