Lowering the clock speed would logicly use less CPU and lower temps. I know some mobos with power saving features auto clock based on power consumtion and heat. You say all-in-one... Who is it made by? Do they have a website? Monitor built in? Or is it a tiny box type media center? Are the case fans pulling in air or pushing out? If its pulling in air on a tiny case it might just be circulating heat. Try reversing it so it pushes out. It'll have a negitive pressure effect and pull more cool air in by pushing out the heat.
