BIOS Temperature

My BIOS CPU temp is roughly 3C hotter than the reading I'm getting using MBM5 in Windows. After doing a little bit of reading on the Internet I read several contradicting things concering CPU load in BIOS. I read while in BIOS the CPU is in an idle state, then somewhere else said the CPU is in a semi-load state, and finally I even read that the CPU is in a load state. Can anyone clear this up for me?

Both of my NF4 platform systems (one Shuttle, one DFI) always seem to 1-3c higher in the BIOS than in idle state in Windows in IDLE. I'm guessing it's either misread in the BIOS, Windows, or that the BIOS puts the CPU in some sort of load state.
