problem with 5000+ BE

Hey everyone,

this is my first post here and I'm sorry that it's a question rather than a contribution (I figured this was the right place to go to). First, here's my specs:

 

AMD X2 5000+ BE with Noctua NH-U12F HSF

Asus M2A-VM

OCZ Gold PC6400 2GB

HD 3850 256MB

Antec earthwatts 500W PSU

 

So I know my mobo isn't really the best for overclocking, but it does have the basic options needed for cpu ocing. My problem is when I change the multi in the bios from the default 13 to 15, the bios shows that the cpu runs at 3.0 Ghz but cpu-z shows the cpu at 2.60 Ghz with the multiplier stuck at 13. So in other words Windows (Vista Home premium) doesn't recognize that I changed the multi at all. I googled the problem, read through several guides but I still can't find an answer as to why this is happening which brought me here. Anyone have any idea what the problem might be? Any advice from experienced overclockers would be greatly appreciated.
