Weird "log off" thin in Win 7.

Rereading that I didn't make things clear. So in short with Win 7 reinstalled on a new hard drive, whenever I go to do something such as adjusting the text DPI, I hit apply and it says "You must log off your computer to apply these changes". I noticed it said that with something else. I don't recall that happening on my other Win 7. Anyway for it to stop asking or to just adjusted it instantly instead. I mainly ask because having to change it, restart...etc I don't like doing. It (restarting) wears down the life of the hard drive right?
