I have seen that most people with just stock cooling fans with lower temps. What should I be looking for to fix the issue. I have no leaks and the pumps are working with now issues.

Okay to begin with before you decide if you have an issue look at your load temps. Idle temps are based on a ton of factors such as how your CPU fan is set in BIOS and if you have on energy saving features. Also liquid cooling systems have always, in my experience run higher at idle due to the nature of fluids and heat transfer. Fluids tempo to stabilize at a temp and sit there. Also ambient temps come into play with idle.

Ramp the system up and get some load temps and then lets see what you have.

Well two 680's along with the 4770 are going to bring up your idle temps. A dual D5 pump setup is going to add heat and is really not needed  for your loop. All on a 360 rad means you are bumping up against a thermal capacity problem under load at anything other than stock speeds. .
