Please see the following overclock settings for my i7 950 this was done by a company that builds custom PC's I just want to no is there anything I can change ? Please see my PC specs below the Vcore does look a bit high at 1.30 for 3.8GHz ?

PC SPECS:

CPU: Intel i7 950

Motherboard: Asus P6X58D-E

Memory: (3x2GB) 6GB Kingston HyperX 1600MHz DDR3 CAS 9-9-9-27 Timings

The bonus with the i7 950 is the x23 multiplier. Set your multiplier to x23 and BCLK to 180 at 1.3v. It should reach 4.14GHz just fine. If you get a BSOD or reboot while stress testing, increase your voltage. If you don't, decrease your voltage if you're fine with that speed to find the most stable low voltage, or increase your BCLK and see here it's limit is with that voltage.

Here's my quick method of testing stability:

Download Prime95 64-bit edition (assuming you have a 64-bit OS).

Download RealTemp.

Get a pen and paper.

Find out what your temp is. Don't let it go over 75C for any core in Prime95.

Jot down your stable BCLK with the voltages.

For example:

x23 w/ 180 BCLK = 4.14GHz

1.3 = Stable 15 minutes Prime 95 at 72C

1.29125 = Stable 15 minutes Prime 95 at 71C

1.2850 = BSOD

x23 w/ 181 BCLK = 4.16GHz

1.3 = Stable 15 minutes Prime 95 at 72C

x23 w/ 182 BCLK = 4.19GHz

1.3 = BSOD

1.3125 = Stable 15 minutes Prime 95 at 74C

x23 w/183 BCLK = 4.2GHz

1.3125 = BSOD

See the methodology? Once you find your stable settings and voltages, run Prime95 for an hour or two to see just how stable it is.

So with the results I have above, you can either have 4.19GHz at 1.3125v with 74C max temps, or 4.14GHz at 1.2925v with 71C max temps. This is an example only! You see where I'm getting at?
