Can't Get past 3.6GHZ on e6300 Pentium Dual Core 45nm

Hello i have an e6300 PENTIUM DUAL CORE and its running at 333x10.5 at 1.28750 vCore but i want to get it to 4.00ghz now i tried 400x10 at 1.36 vCore but it wont boot it just restarts and goes back to stock settings and ive also underclocked my ram so i could reach 4 ghz so i dont noe wat else to do and my cooler is a coolermaster v8 with AS5 paste, my idle temps are 24 and under max 100% load i get 36
