I think he's saying 2 because two of them can be had for the same (or thereabouts) amount as he's proposing to spend on the WC setup.

Ram and chipset water cooling is a complete waste of money. Those things don't produce NEARLY the mount of heat that a gpu or a cpu does. Spending that much money on watercooling an amd x2 and an 3870 won't allow for as much performance increase that you'd get from putting that money towards a much better video card.
