Input Text to HTML markup filter/converter

I am looking for a way to convert plain text to html markup for user inputs on a website similar to how the post feature works on this website.
As in it allows formatted text without the user having to us html tags. The just hit enter when the converter reaches that point it will close the <p> tags and open a new one.
Example, something with this functionality, Textism. Only the html would be sent to the db instead of the user.
What language would i have to use? Or is there a good free resource? Or a basic one i can improve upon?

Previous versions of iOS did not support the rich text functionality. This isn't an issue with iOS 5.What kind of issues?
