Strange behavior on OC Athlon II X4 620

I see no reason to disable power saving when idle (not that my processor idles ever) but I still have all my speedstep and what not enabled :)

 

This CPU runs @ 100% 24/7/365 as a cruncher. I went into the control panel and set the power settings to high performance. The bios has already been updated to the latest version. The problem still persists. I have another box that has the same mobo and psu with an Athlon II X4 630 OCd @ 3.4 GHz running @ 100% and it does not have this issue. I'm going to try and swap the psu with another that I keep as a spare that has never been used and we'll see what happens. Maybe the cpu is the problem.
