cnps 9900

i just recently updated to a cnps 9900 i know its not good as a true120 or megalaham cooler but, none the less i needed this one for a smaller case and to keep air flow going the same way, but after installing it with TX-2 themal paste my idle temps and load temps dropped greatly from my vendetta 2, but my idle with the cnps is still around 38c and up to 50c load, is this normal for my overclock of 3.6ghz and 1.375 volts. it seems a little hot to me maybe not, does tx-2 have a setup time, should i go back to using AS5? or is this all normal
