lower seperate cores

Say I wanted to lower the clockspeed of cores 2+3 to the lowest allowed (800 MHz) through AOD and then make Windows only see cores 0+1 to essentially make the cpu a dual core and allow for a little higher OC with reduced heat. Can running the cores at different speeds cause damage to the cpu in any way? I have my reasons for wanting to try this so please don't ask why .
