does the board support sdram?

Looking for a cpu mobo combo to upgrade my computer. Something above 1.5ghz prefered. Looking to spend $75.

I am doing this with a Slot-1 SECC2 PIII cpu, and I have a Vantec P3D-5030.

Do I use thermal paste WITH the thermal tape on my heatsink or is thermal paste supposed to be the only substance between the cpu core and the heatsink? Thanks
