It's great to have a starting point.
I have a difficulty in that I am using the machine in question to post so it is a painfull, start / stop affair.
I have set the Mobo jumper to 133 as suggested (where is this figure listed for the CPU?) and now have a "CPU speed detected" of 1666. The bios for this Mobo does not seem to have a multiplier setting that I can find. Now that the board jumper is set at 133, I can adjust that setting in the bios up to 233. At that level the DDR setting ends up over 400. I believe the RAM that I have is DDR400 but the board is only 333. The best CPU speed I can get (while still keeping the DDR down to 333) is 166. I'm not keen to try this without some further feedback as I really don't have a great idea what I'm doing.
