speed control of fan, motherboard?

Forgive my ignorance, but lets say the CPU fan I have installed comes with TACH monitoring so that the board can see how fast the fan is spinning, what controls the actual RPM? Is it software you install, like say SpeedFan, or is that motherboard controlled and it dials up the rpm when the cpu get s warmer? Is there a way to adjust how fast it goes for certain temps?

It is both...

 

You have some basic controls in the bios - you can set on & off temps, and the mobo will control the fan speeds gradually based on those values...

 

You can also contrl the speed of the fans with the tools like speedfan & Ite smartguardial which will give you more control...

 

EDIT: may have misinterpreted your post - for the speed controling to work you have to have the fan connected to the mobo header (and not just the RPM sensing wire, that is you should't have the fan connected through molex to PSU)

Yes, if you set it to "fuly on" at 38C it will spin at max rpm at 38C...

If you set it on "fuly on" at 40C it will spin near the max rpm...

Idealy, the mobo sets the fan speed lineary depending on your fuly on & off setings in bios...

 

More advanced control can be done with speedfan...
