On the CS:S stress test I get 122fps, and I have a friggin 5900XT in here right now, but it is largely CPU dependant, so with a decent chip/RAM, there is no way you will be under 90fps for any part of HL2. If you don't overclock you could still hit those timings at 3.2V most likely. Basicly, the lower the timings, the better.
