Is this normal?

Wen I turn on my PC, the fans are really loud, and then quiet down...They seem to start at max rpm or something then level out...is this normal?

the pc health status what are your settings on there? seems like you have config as all fans turn on full with 25°c or something like that?

 

I have the setings like this

CPU fan full speedl =>35°

CPU turn off =<25

 

chipset full speed =>45°

chipset turn off =<25

No it is only at startup, before the DFI logo, the fans get really loud (and fast i guess) and then go to normal speeds.

That is normal. When the board first powers up, it sends full voltage to the two controllable mobo fan headers and the chipset fan. Your GPU HSF may spin up too. This insures the fans get enough startup voltage to spin up. Right after that, the PC Health BIOS settings take over and the fans throttle back.
