Don't expect it to be as effective as vibration damping mounts, as you'll still have the vibration passed through the screw itself (plus rubber bands are relatively firm). Just loop it around the screw hole a couple of times so it looks like a washer. Do this on the other side of the panel as well for maximum effect. Just trace the fan onto a OEM style cheapo foam cloth pad and cut out the DIY gasket, its firm but I'm sure it would reduce fan noise a bit...
