Intel e6320 multiplier problem

I have my e6320 overclocked from the stock 1.86ghz to 2.3ghz. Its been stable for months so I didn't bother to check on things in that time period. Well, I ran CPU-Z today and to my surprise it is showing my speed at 1.96ghz and my multiplier is set at 6 instead of 7. Strange thing is, CPU-z shows it switching between 6 and 7 multiplier every 20-30 seconds and my clock speed changes. My bios is set to 7x, I went back and redid everything, and the end result is the same. Any ideas as to why my multiplier is changing itself?

When OCing a C2D.

1. Disable ‘AI Tuning’ for ASUS, ‘C.I.A.2’ for Gigabyte

2. Set PCI Express (PCIe) frequency @100Mhz (‘Auto’ for DS3/DS4/DQ6)

3. Set PCI frequency @33Mhz

4. Disable Hyperpath 3 (for P5W DH only)

5. Disable any ‘spread spectrum’

6. Disable Q-Fan (for ASUS only)

7. Disable ‘Limit CPUID Max to 3’

8. Disable any overvoltage protection

9. Disable ‘C1E’

10. Disable ‘EIST’

11. Disable Virtualization Technology (Though you might need for VMWARE)

12. Disable No-Execute Memory Protect

13. Disable any other thing you don’t use

14. Do not enable any speed enhancements you see
