prolly im dumb for asking this, but is this gonna be on the lga 775 socket? or no

Yeah, it's still 775. The big feature is that it supports DDR2 and DDR3. There's also some overall improvements in memory bandwidth and such.

is it like supposed to be better than the conroe e6300's etc or like a budget chip? maybe I just didnt understand the article?

It's not a processor. It's a chipset. Like the brain of a motherboard. It's the new version of the 965 and 975 chipsets that Intel is currently using for skt775 boards.
