I would say yes and No.

Yes there is a difference, but its not noticeable. (IMO)

It might be cheaper to buy/find a DVI to VGA adapter.

 

But if you were to get a new video card what would be your budget?

Although getting a DVI/VGA adapter would be cheaper, he wouldn't gain anything as it would still be analog.

 

You probably won't notice a difference unless you were to go with a higher end video card for games.

I can personally see the difference between dvi and vga, but I'm just amazingly good at catching things like that. Besides, if you got a new card, you'd get more than just a dvi port, right? Better graphics, performance, etc.
