My friend wants to put another fan into his case and if you look at this picture you can see he can put one above his cpu's:

I just want to know if he should put that fan blowing onto the cpu's and have the rear case fan as an exhaust?!?

general rules of cooling

when mounting heatsink fans it better to pull air away from the heatsink (in most cases)

have air moving in one general direction (IE: from one side of the case to the other)

Some people will disagree, but try and balance your intake and exaust fans

some people might get better cooling with that method, however if you have a conventional case setup, then think about it: when pulling air AWAY from the heatsink, then there is no real direct "flow" of air directly onto the die of the processor. also, you would be pulling air closer to the motherboard, the processor itself, ram, etc. etc...which wouldn't be as good if your setup has several fans moving air from outside of your case (cool air) and blowing it around the hsf.

but anyways, the rear fans, afaik, should be exaust. that's just what i'm used to.
