Not only if you mess up but if someone finds out that you have freon and not licensed you'll get in big trouble, and you can't just pour freon into something. There are some processors out there that suffer from a "cold lock" and won't boot at the temps that freon puts out (-128C being it's lowest boiling point). When working with ANYTHING like that, you treat it with respect. You don't play around with it, you treat it with more respect than anything else. Why? Because it could cost you your life. R22 is still less than $100 per 30lb container. 134a is around $225. Now what will really set you back is the tools to do the job. A prebuilt like a vapochill will run you $850+ and a custom unit like the one I have(chilly1 built with r134a gas) will run you around $500.
