Raising Interest

i bought the increase interest item from the OCC sore, but it says it cannot raise my interest. It is at 2% currently. Is there a reason for this?

 

I know there was already a thread about this, but I did not want to biring up a two month old thread.

I had the same problem, wont go over 2%, I resold, and lost a lot of $

Yeah I found that out to. Spend 75 to find out I can't use it... that is stupid. I figure if you can buy it, you can use it, not just waste points on it.
