Do you have Fast Startup Enabled? Fast startup can interfere with Wake On LAN. Go to Power Options, click Choose what the power buttons do than click Change settings that are currently unavailable. Scroll down to Shutdown settings and uncheck Turn on fast startup, then click Save changes.

I went into the bios and disabled Fast Startup..And tried it and did not bring it up.

I am looking for the settings you mentioned in the support  manual

Fast Startup is a hybrid state in Windows 10, to disable it press Windows Key + X than Power Options.

After disabling fast startup if you are still having issues,.. follow this guide to confirm your settings are correct to enable wake-on LAN. https://www.groovypost.com/howto/enable-wake-on-lan-windows-10/
