I am getting an old laptop for my cousin to use for shopping online and excel spreadsheet. which is pretty much what she will only use it for. it has no OS but was wondering if it is better to install windows 10 or windows 7, from a performance perspective?

From a performance perspective W10 is faster across the board than any earlier versions of Windows. Also Microsoft will update Windows 10 regularly, though, Windows 7 is now essentially frozen in it's current state after "mainstream" support ended in January 2015.

However before buying Windows 10, try Linux Mint 19.1 Cinnamon, it's free and should be fine for online shopping, and using LibreOffice a free office suite for Linux,.. or you can install Excel on Linux using DOSBox, or using Wine and PlayOnLinux.

She cannot use Linux. I am going to install Windows 10 first and if there are no driver installation issues, briefly replicate what she would be doing to hopefully not be sluggish. If it is or I encounter crashing and freezing, I will switch to Windows 7.

Windows 10 is highly recommended by me,if it is ture that Windows 7 will retire next year,so there is no point in installing it.

With few simple steps that you can install Windows 10:
