I have a sapphire 7970 OC with boost.I tested it with burn in and i went to 99% full load but the fan speed stayed at 69% and the temp maxed out at 71c before I ended it. How do you get the fan speed to increase?

71c is not a high temp for that card. I'd be quite happy with it, and some cards have a max rpm of around yours, I know my 660 is 70% , it prolongs the life of the fan. If you are getting that temp under load I would not bother changing anything.

If you're really concerned, you could repaste the thermal compound between the GPU core and the cooler as generally store bought TIM applied the right way will beat the application methods/TIM of the manufacturers

But really I wouldn't worry about those temps.

What temperature is the room you're running it?

It stays around 60F-70F inside. Outside it stays around 30F-50F.. I used some arctic MX2(grain of rice method)

that I had laying around, Idle temp stays around 30C-33C with fan at 25%. At full load(99%) it stayed in the 70's and the fan goes past 69% if you let it run long enough.

Why would you want to? 71C is a great temp for a GPU under burn in. Remember a burn in test is an EXTREME test and your system under gaming load will almost never hit the same levels. The fans are set in the cards BIOS to run as low of speed as possible for attaining a certain temp in an effort to reduce noise. The fans will kick up if needed as the temp rises.

Like stated, 71c is great for a 7970. I think my reference model was hitting 80s during mining with 100% fan speed and a mild 1100/1500 OC :). I put them under water for noise sake, but if they were barely 70 under an artificially high load at only 69% fan I'd be happy!
