The thing I find funny is that the PCs they set up as internet cafe machines at the bank I work for are similar specs and are still using ie6, so they fail at doing most things web related.

I bet he asked you to make it faster

If you throw a lightweight Linux distro on it, it could still be a useful computer. Something simple and light like Linux Mint LXDE or Lubuntu could give you an up to date OS that can more easily run on that old hardware with minimal effort.

I'm sure that your friend isn't into computers enough to be interested in Linux, but thats what I would do with it anyways.

Basically, run away.

Other good option, Intel Celeron G540 Dual core $50, H61 Motherboard ~ $55, memory $20, HHD $60, SSD?

Intel should allow OS transfer, power should be adequate, video is upgrade.

And you can spend more than that on upgrades and optimizing.

It can work perfectly with XP SP1.

A bit more usage with SP2 / SP3

I ran XP SP1 with Pentium III 667Mhz and 256mb RAM (512 currently), no probs.

The real problem comes if your friend wants to access facebook or advanced websites.. and it doesn't matter if you are in linux or whatever OS you want to install. Nowadays internet require a decent PC.. and that PC is not THAT bad :P
