The only thing I ever change in VLC is to enable GPU acceleration. Other than that, it should upscale, deinterlace, etc, all by default.

Well if its at least utilizing your gpu now, glad I could help. The wave filter didn't have much of an effect for me, but it did smooth out the blockiness on such a small video.

 

Whatever works best for you, go with it. And yeah, I honestly have no idea how to truly upscale. But this has been the best for me so far.

 

Ps the x263 ultrafast setting doesn't effect video quality at all. Just makes skipping go a lot faster, instead of skipping ahead and having to wait a few seconds it just continues playing immediatelt (on hard drive files anyways)

There is a SimHD option that is probably what you are looking for: http://www.arcsoft.com/topics/media-player/play-sd-video-dvd-in-hd.html

 

It's basically a slightly better, but a lot more easily adjustable version of what your GPU already does...
