The wave filter didn't have much of an effect for me, but it did smooth out the blockiness on such a small video. Whatever works best for you, go with it. And yeah, I honestly have no idea how to truly upscale. But this has been the best for me so far. Ps the x263 ultrafast setting doesn't effect video quality at all. Just makes skipping go a lot faster, instead of skipping ahead and having to wait a few seconds it just continues playing immediatelt (on hard drive files anyways) -lot of typos, I know.
