On the photo I attached the pcb is void of the little yellow "protector" or whatever the heck it is. I guess whether or not I'd snip it off would depend on whether it was soldered to the pcb or not. To me it looks like it is soldered, but the photo may be playing tricks on my eyes. Could it be a temperature diode of some sorts? Yes, it would be fine to carefully snip or file that down. But once you do that you effectively lose part of the locking integrity. If your card is firmly and properly seated in the pcie slot, then the little bar on the pcie lock should slip right into that recess and lock the card firmly in place.
