I was curious as to what is exactly meant by this, I have this motherboard ASUS M4A785TD-V with 4 sticks of this 1600 ram , what exactly should I overclock to run it properly at the rated speeds? I already went into my bios and changed the speed to 800 as well as put in the proper timing values, I wanted to know if there was more to it that though

It means that while most of the chips you use will run a 1066 or 1333 FSB with the ram at 533, 667,800. That means while not all of those components may be rated at those speeds the motherboard, FSB and north bridge giving you extra head room for overclocking :D. I assume your running an am2 or 3 or socket 775?
