I made a build thread a while ago but was still searching around for different parts then and was not sure about how much I was going to spend. I'm somewhat certain of the parts I have now , let me know what you guys think.

Yeah. Also the D14 and the case already comes with fans. Remove the five you listed and add an SSD with that money.

And what about going with a Raptopr / SSD as primary disk paired with a secondary storage disk?

Raptors are NOT worth the price premium any more. i wouldn't recommend them for anyone
