Computer is slow, need advice on upgrade

I'm not sure if this is the right forum, if not someone point me in the right direction.

 

My friend has a computer that's fairly old. His spec's are as follows:

 

* Operating system:Windows 2.5.1.2600 (SP 3)

* CPU type: Intel® Pentium® D CPU 3.00GHz

* CPU Speed (GHz):3.013

* System memory (GB):2.748

* Graphics card model:NVIDIA GeForce 9800 GT

* Graphics card driver:nv4_disp.dll

* Desktop resolution:1920x1200

* Hard disk size (GB):465.752

* Hard disk free space (GB):434.753

 

He would like to know what he can do that would best speed up his PC. He has been playing a lot of starcraft 2 beta lately, and it bogs down when he gets into bigger battles. He thinks that if he gets Windows 7 it will help a lot. What are your suggestions? Most bang for his buck.

It could be SC2, it is a beta and a resource hog for GPU's. I'd recommend him lowering his in-game graphics settings and resolution.

 

He has turned his settings down already. He just wants to do something that will increase his performance on his PC so that he doesn't have to turn them down.

Well then he will have to do the following:

 

Upgrade his CPU to something that is relatively modern.

And his GPU to maybe a a nVidia 240 or 5770.

 

or build a whole new rig all together.

I'm thinking the 9800gt should be enough for SC2 but he might want to add some more ram as well.
